Our team brings experience from both sides of the table: we have led IT transformations as CIO, built up a city-owned digitalisation subsidiary, founded a GovTech start-up, developed innovation labs for public authorities, run organisations and supported change processes in public administration and healthcare from the inside.
We founded Janze & Janze out of the conviction that consultancy for the public sector has to be different: personal rather than anonymous, honest rather than obliging – and with responsibility for implementation. That experience changes the way we advise: we only recommend what we would be prepared to answer for ourselves, and we stay on board until it is implemented.

You work directly with us: with Jana and Peter Janze, who lead Janze & Janze, and a team of experienced experts in transformation, organisation and the digitalisation of public administration.
Expert Consultant
Farina Owusu supports change and digitalisation projects in the public sector and in international cooperation. Her focus is on change management, service digitalisation and project management – from methodical structuring and involving those affected through to anchoring the results. She is a certified FIM information manager and methodology expert, models processes with BPMN 2.0 and has published a book with Springer Gabler on discrimination-sensitive language in public administration HR processes.
Senior Expert Consultant, Transformation Lead
Helena Klöhr supports digital transformation and change processes with a focus on organisational and people development, change management and change communication. As a project lead, she combines structured delivery with audience-focused communication and practical workshop and training formats – so that leaders and teams can implement change effectively and embed it for the long term. She teaches intercultural change management at the University of Würzburg, works as a certified trainer and coach, and is spokesperson for the Diversity working group of the NEGZ.
Founder and Managing Director
Jana Janze has spent more than fifteen years working on the digital transformation of ministries, federal states and municipalities – in Germany and internationally. She builds innovation labs and digitalisation units, shapes strategies and services from the user’s perspective, and knows the procurement of digital solutions from both sides: as a consultant and as founder and managing director of the GovTech start-up GovMarket. At Janze & Janze she is responsible for strategy consulting, public-sector innovation and building the firm.
Expert Consultant
Mathilde Berhault advises organisations at the intersection of digitalisation, organisational development and collaboration. She has led international and interdisciplinary projects, built a digital higher-education network with more than a hundred partner institutions and spent five years running an organisation as its managing director. Her strengths: developing and implementing digital strategies, analysing needs and requirements with precision, introducing agile ways of working and bringing stakeholders together in complex networks. As spokesperson for the Diversity working group of the NEGZ, she is committed to a digitalisation of public administration that does justice to diversity.
Founder and Managing Director
Peter Janze combines more than fifteen years of IT consulting with leadership experience of his own: as CIO and CDO, as managing director of the digitalisation and consulting subsidiary of the City of Munich, and as an associate partner at an international strategy consultancy. His focus areas are IT strategy and architecture, cloud, digital sovereignty and open source, as well as SAP transformations – always tied to the question of how organisations and working environments need to change alongside them. His “Digital Workplace” project earned him the “CIO of the Year” award.
