Services

Services

Digital transformation rarely fails because of technology – and almost never for lack of concepts. It fails where strategy, organisation and implementation drift apart. Our five service fields address exactly that. Each works on its own, but their real impact unfolds in combination.

01

Strategy & Digitalisation

When direction matters more than speed.

A good digital or IT strategy does not answer everything – but it makes it possible to decide what counts next. We develop strategies, target visions and roadmaps together with the people who will carry them later: from analysis and prioritised measures through to the steering logic.

Typical assignments

  • Digital strategies for municipalities, districts and public authorities
  • IT strategy and target IT architecture
  • CIO advisory and sparring for IT leaders
  • Cloud strategy and digital sovereignty
  • Assessing and introducing AI
  • Strategic sparring and quality assurance of existing strategy drafts

How we work

First understand (documents, interviews, needs), then develop together (workshops with leadership and subject-matter experts), then make it actionable (roadmap, responsibilities, measuring points). A strategy that convinces only us is not a strategy.

02

Organisation & Change

When people make the difference.

New software, new processes, new structures – whether they work is decided by the people who use them every day. We treat organisational development, change management and change communication as the core of transformation projects, not as background music.

Typical assignments

  • Change management and change communication for software roll-outs and process changes
  • Building internal change structures, roles and multiplier networks
  • Organisational design and collaboration between projects and the line organisation
  • Leadership formats, training and coaching
  • Future work and new ways of working
  • Diversity strategies and an inclusive organisational culture – a field in which we publish, teach and chair working groups

How we work

Involve those affected early, communicate with precision rather than blanket coverage, use formats that hold up in the everyday reality of public administration. Embedding counts for more than the kick-off.

Implementation & Projects

When what matters is getting it finished.

There is no shortage of concepts. We support projects end-to-end: from the first requirement through procurement and roll-out to stable operations – as project lead or project steering, or in interim roles. We bring methodological expertise that holds up in the everyday reality of public administration: PRINCE2, Scrum, FIM (Federal Information Management), BPMN 2.0, Design Thinking and LEGO® Serious Play®.

Typical assignments

  • Project management and steering of complex digitalisation projects
  • Continuous support from requirements through to operations (end-to-end)
  • Implementation of the OZG (Germany’s Online Access Act) and creation of FIM artefacts
  • Process analysis and modelling (BPMN 2.0)
  • Support for SAP and infrastructure transformations
  • Interim management for IT and digitalisation functions

How we work

Transparent steering, honest status reports, documentation that makes your organisation independent. Our goal is that at some point you no longer need us.

04

Audit & Efficiency

When fewer resources have to achieve more.

Budgets are tightening, responsibilities are growing – and digitalisation will not wait. Many organisations therefore face a twofold change: less money in the coffers, rising expectations of digital services. With independent audits we provide clarity on where resources make a difference and where they seep away – not as a cost-cutting programme, but to regain room for what really matters.

Typical assignments

  • Project and IT audits: an independent assessment with clear recommendations for action
  • Task and portfolio analyses: which projects contribute to the strategy, and which merely tie up resources
  • Value-for-money reviews of IT landscapes, contracts and licences
  • Process analyses focused on potential for standardisation and automation
  • Prioritisation and decision papers for leadership and governing bodies
  • Support for the measures until the impact shows in the budget

How we work

Measure first, then evaluate, then decide: we work with robust figures rather than gut feeling, and we name uncomfortable findings too. We prioritise by impact and feasibility – so that your organisation can deliver what will be expected of it in future.

05

Innovation & GovTech

When the new is meant to be more than a pilot.

Between the trending topic and routine operations lies the hard part: evaluating, procuring, introducing. We have built innovation labs for public authorities, founded a GovTech start-up and designed innovative tendering procedures – we know this path from end to end.

Typical assignments

  • Building innovation labs and digitalisation units
  • Identifying and evaluating suitable IT and GovTech solutions
  • Feasibility studies and pilot formats
  • Innovative procurement and support for tendering procedures
  • AI entry formats: from orientation workshops to concrete use cases
  • Collaboration between public administration and start-ups

How we work

We start with the problem, not the product. We make benefits visible early and risks nameable early – and we do not stop even when the decision is “not yet”.

Test an idea for feasibility

Not sure where your project belongs?

That is perfectly normal – real projects do not stick to service fields. Describe the situation to us; together we will sort out what helps.
